For me, setting up the Proactive Remediation described on this video (didn't need to follow the geolocation steps described after) to make sure the "Auto Time Zone Updater" service is set to "Manual" instead of "Disabled", automatically enabled the "Set time zone automatically" setting for me in Windows 11:

This will change your PC's local timezone too, so to stop it from changing back you will need to make sure the "set timezone automatically" option in your PC settings is toggled to off. Martin.
The start type of the Auto Time Zone Updater service was changed from disabled to demand start. The time zone bias has changed to 420 from 240. Feb 28, 2016 · Just disable the automatic time zone detection, then manually, set the time zone. The thing that solved it for me was to enable location services in the settings (I reached them playing with the Maps app). It kinda makes sense, you don't allow the OS to find your location, so it won't.
